What is the Promise?

An Independent Care Review was carried out between 2017 and 2020. The Care Review listened to hundreds of care experienced young people and those working with them to understand what needs to change. The findings of the Independent Care Review were published over a number of reports, one of which was called ‘The Promise’. Since its publication, numerous organisations, institutions and others have pledged to #KeepThePromise.  

Work on the changes needed to keep the Promise will be shaped by three Plans, each lasting for three years.

Will children's hearings change?

Right now, a redesign process is being undertaken to ensure that structures, processes and legislation that underpin Children’s Hearings can give effect to the Promise. A Hearings System Working Group has been set up to oversee the redesign of Children’s Hearings as set out in the Plan 21-24.  The Working Group is a partnership between Children’s Hearings Scotland, the Scottish Children’s Reporter Administration and The Promise Scotland.

Report from the Promise Oversight Board 

The first report from the Promise Oversight Board was published in May. This details the progress made to date on implementing the recommendations of the Care Review.
